Agreed. Growing up in Winnipeg the laws were different; I believe the pedestrian has the right of way after signalling to the driver that he wants to cross, and once he knows that the driver has seen him. When was the last time you saw somebody in Calgary stick out their arm to indicate that they want to cross.
This probably wasn't the problem in this latest accident; as one car had already stopped for them.
