Default DVD Burning/Creating/Converting help needed

Here's my scenario -

I have a video file that is true broadcast quality. It is a .mov file. I need to burn it onto a DVD as if it were a movie. So, not a data disc, but rather a movie that starts playing when someone puts it into their player.

I'm using a PC and the only program I can find to do this is called WinDVD Creator. It won't accept .mov files. I had to convert my file to an .avi and I selected that the converted file remain the same quality as the original. Unfortunately, it made it look pixel-y and jerky.

Does anyone have any suggestions on programs or converters I could use? I need to make many, many copies of this particular disc and thus, need something that will do a good job and retain the original quality of the file.
