So does the car not turn over at all? You turn the key and nothing happens? Or does it try and start but won't ever run?
If the battery was replaced I can't imagine that being the problem any semi competent person would have checked the cables.

Well, according to my mom, when the problem first appeared, it would try to turn over but not start or eventually start, but sputter out. Now, nothing at all happens.

a lot of new batteries are very close to, if not already dead sitting on the shelves. I would go get the new one tested to make sure it is fine.

Sounds like a short.
My guess is there is an exposed wire somewhere draining the power from the battery. It could be very difficult to find.

the same kind of thing happened to a car i had, it was a neon and it did the same thing. It ended up being some kind of sensor, i cant quite remember but i think it was something to do with an idle sensor of something, that was a few years ago, might be the same kind of thing,

I would suggest checking the fuel pump, which is quite easy to do. Have your mother turn the key to the "ON" (not "START") position. This will enable the pump for a couple of seconds, than shut off. With the key turned "ON", listen for a "whirring" noise with your ear close to the fuel filler cap. No noise=no fuel pump. If it's burning fuel pump fuses, there may definitely be a problem with the pump drawing too much current.
Just one thing to check. Take care.

Chassis ground?, it is electrical at this point. Has the battery been removed and fully charged? Take the battery back and have it tested. Short of that the car will have to go to a certified GM mechanic.
