One thing you can't take away from him, in spite of his goonery and rolling back of democratic reforms, is that he's genuinely popular among a significant majority of Russians.

Does Time actually define what person of the year is...most newsworthy, etc., or do they just pull something out of their butts at the end of the year?

It's supposed to be top newsmaker of the year, but they've messed with the definition a few times. By their own criteria, Osama bin Laden should have been Person of the Year in 2001, but the editorial staff caved to public pressure because thousands of people were writing in saying they would cancel their Time subscriptions if OBL was named PotY -- clearly they didn't know what the title was really about. Personally, I lost a lot of respect for Time when they showed no backbone in that case.

They should rename it "Newsmaker of the Year" then, and solve that problem. "Man of the Year" does sound like an award.

Putin is a shady guy and a thug - not a dumb thug, but a thug nevertheless. They'll probably do a puff piece on him like they did on Stalin (not that he's in the evil big leagues of Stalin - he's more like the AA affiliate in the Nasty League) and shy away from condemning him totally, as they should.
