There are things the police do that curb this activity such as the one mentioned in the article. If your point is that it would never end the practice, you are right. There are always people going to break the law no matter the punishment. But what kind of excuse is that? Because some people are going to do it we might as well not bother with it?

No, the problem with this is that it's a victimless act. The fact that it's illegal puts it in the hands on pimps and gangsters and creates the victims.

You are so wrong it's not even funny. Victemless. OK. Not to mention that isn't what is being debated. This should not be going on in our communities where our children are.
This law isn't the offence of prostitution. It's about doing the act in our communities, on the streets, in alleys, in playgrounds and parks. If it was about prositution they would be going after the escort agencies aswell.
