B) The voluntary property damage is not for this type of thing actually. Instead the voluntary property damage is for things where you are not negligent in any way, but just kind of should pay for damages because you want to be a good neighbour. For example a situation where the wind blows a basketball net you own onto your neighbours vehicle. Its not your fault...but you kind of should pay (or at least might want to in order to be a good neighbour).
The sidewalk not being shoveled though is a liability claim pure and simple. You have to keep your sidewalk clear as the property owner and have a duty of care to do so.
