You obviously don't understand the cap/taxi squad
Stone would have nothing to do with players waived as he can go to the taxi squad and not count against the cap. What is the risk exactly?

Did some quick and dirty math. The season is about 116 days (assuming it ends May 8th, but I am not sure on that).
Ryan on the taxi squad saves roughly $2.1M. That means about $18K/day. So that first 11days would save the team about $200K in cap space, which is quite a bit of wiggle room, compared to the current situation.

The Canucks (supposedly) wanted Oliver Kylington for Alexander Edler early last year but the deal (apparently) fell through because of Edler.

It doesn't mean they are giving up on him, but they give other teams the opportunity to take him. It's as simple as that.
And yes, because Krug became a good player does not mean Kylington will, but it's just a tweet showing that his development hasn't been as poor as some make it out to be.

Question - would a player claimed off waivers from a Canadian team, by a US team, not have to quarantine before they can join the new team? And vice versa. If so, would this not reduce the risk of Flames players being claimed?

The two players aren't connected in this situation at all.
It's waiver day, they have to make decisions on how many bodies on the opening roster, and the final cuts.
Stone isn't signed and not a variable in this. If he was signed, and not put on waivers you might have more of a point.

Today's the last day to be cap compliant. Have you noticed the insane waiver wire?
Stone on a PTO has nothing to do with Kylington being waived
*IF* Stone even gets a contract he'll also be waived and placed on the taxi squad, and would 100% be behind Kylington on the depth chart

It doesn't show that at all. His development has in fact been pretty flat, and the numbers show that. Krug exploded after year 3. That is all the graphic shows. It does not show that Kylington has been better than anyone is claiming.

I'm not sure why Edmonton, Detroit or Ottawa wouldn't claim Kylington.
I imagine Ryan makes it through waivers, but will be surprised to see Kylington go unclaimed.

I have 0 issues with the Ryan waiver.
I do not like the Kylington one. This smells to me more like Byron vs. Kulak.
We were trying to be sneaky with Byron and it backfired, I agree with people that Kylington has been pedestrian thus far but I still see a lot of potential and if we lose him for nothing that's going to be a huge blow.

Yes, they would have cross-border quarantine issues.
Will it deter anyone? Maybe in some cases. But let's say Detroit were looking at Kylington as a long-term solution - the quarantine would not deter their decision at all.
It might impact Ryan a little more. If you claim him, his $3.125M is on your cap, even while he is in quarantine.
