I don't find that true at all.
His recent work on Netflix were Hustle and Uncut Gems and both were incredible.
Hustle 2022: 94% critic RT and 3.6/5 letterboxd
Uncut Gems 2019: 91% critic RT and 3.9/5 Letterboxd
He is more than capable of being in great movies.
If you're talking specifically about Happy Madison productions, yeah they've pretty garbage with the exception of Happy Gilmore (original) and Billy Madison.
As a fan of the original where I would put it in my top 20 comedy films of all time I was hoping for something that didn't rely on every single joke from the original to try to make it funny.
