It's easy for those people who work in big conglomerates or oil companies that earn 6 figure salaries. They love their seats in the lower bowl, and don't care how much they're paying. But they don't make up the entire fan base of the flames.

People can go to the game and enjoy the atmosphere for reasonable prices. The problem is that Calgary has 1,000,000 people and the Dome only seats 19,289. Not everyone in Calgary wants to go watch, but when you have more demand than supply, prices will rise. The Flames try and get many people in at cheaper prices, like the third level, but there are still more people that want to go than they have seats available. You can enter in the Sport Chek or Co-Op draws, or hope to receive codes in the draws.
Just because you want a ticket doesn't mean you are guaranteed the right to receive a ticket. If you want to be guaranteed a ticket at a reasonable price then become a season ticket holder.
You are right that the Flames haven't made the playoffs in six years. How is it that fans who did not support the team during that time are now wanting to go, but are complaining that prices are too high. These people could have gone to multiple games over the last six years, many at below STH cost. The Flames didn't even sell out every game this year. I believe it was the 3rd or 4th home game of the season when the sell out streak ended. There were many games during the year with empty seats. Why didn't these people go then? Why do the Flames owe the people who haven't supported them over the last years anything? You haven't been to a game in 6 years and now you want a $50 seat? Nope. Not happening.
