Is it just me, or does anyone else find it amazing that during the mad cow epidemic our government could track a single cow, born in Canada almost three years ago, right to the stall where she slept in the state of Washington? And, they tracked her calves to their stalls. But they are unable to locate 11 million illegal aliens wandering around our country. Maybe we should give each of them a cow.

If you're American, you don't understand this question.
I waited all of 1.5 months for full ACL reconstruction surgery, and all it cost me was the gas to get to and from the hospital, and then some popsicles, because popsicles are freaking awesome when you are sick or need an excuse to have popsicles.
Oh, and it cost me nothing for the surgery.

Yeah, but as SebC pointed out above, that makes no sense because Canada has British government, not French. And English know-how would actually be a pretty good thing to have.

It has to do with the era of when the quote was done.
Our economy was faltering our debt was growing out of control and our goverment was ineffective. Just like a French goverment it is not to be taken literally.
