I have a friend who's waiting a year before playing because he says the mods improved oblivion so much that he's going to wait. I never understood what he meant until i saw this video:
Skyrim (and Oblivion) are games that you need to play through once on Vanilla, and then play through again with mods. They can so drastically alter the game play experience it is almost like having a totally new game.

Honestly, that doesn't answer the question. Oblivion came out in 2006, Skyrim 2011, a 5 year gap is expected to have better graphics.
I've never played either game and noticed Oblivion was for sale on the real cheap, I'm wondering if the gameplay is worth it.
I picked up all three Gears of War during the Christmas break, and obviously the third game is superior in graphics to the first, but the first and 2nd one are still fantastically fun to play.
It's a real fun game and the Mods make it visually better (if you want game play to stay the same). However, the game changing MODS are fun as well!
That, and damage actually mattered in Oblivion...all you do now is cast a decoy and launch Impact spells until they die.
Granted, before all you'd do is craft a "Drop 100 HP for 1 second" spell and you'd have no problem until end game.
I do like the levelling in Skyrim much more than in the other Elder Scrolls games. I hated having to choose right at the start exactly which path I was going to take.

Also, leveling was almost penalized in Oblivion, because things got so much harder. More than once I almost finished the game and was still at level 1.

Yes, although they are slightly cumbersome to use to get rid of a tree for example, and then you need to redo the commands for each perk you want to add.
There is a link in this thread that will create some nice scripts to use, let me see if I can find it.
You need to run the reset script, and then the add perks script or else (they claim) it won't work. Be warned, the reset script will reset all your skills and level to zero so you want to record your current skills and level and then edit those into the addperks script.
For example (lots of text, so in tags) - this sample one will add a random 8 perks from the lock picking tree, so it assumed you are only level 8 and that none of your other skills have advanced, but your lockpicking is at 75.

I have the house in Windhelm and apparently if you don't select the option to clean up the murder first, you can't do it. I didn't realize this and it was a while before I went to the house after I purchased it so I didn't have a recent savegame to revert to.
Does anyone know if there is a console command or a mod that can fix this? I have been searching without much luck.

Check out the new 1.4 patch. It's available in beta for PC, might have it fixed. I know it tries to fix the easily-broken Blood on the Ice quest and related issues.
It's a good idea to at least unlock the shouts before you get sidetracked.
That's been done. I actually have at least half of them and several with all three forms unlocked. I have yet to see the greybeards. I'm at a high enough level at this point that nothing I run into is any sort of a problem so shouts are essentially no longer relevant (lvl 46, 100 Blacksmith, 100 enchanting, 90+ light armor, 90+ destruction, 90+ two handed). I usually let my peeps go do the dirty work (Mjoll and spectral assassin or my Dremora form the Sanguine Rose) while I loot and maybe throw some fireballs or ice spikes.
