Meh not buying it. I don't see many drunks tipping over porta-potties. Why would these urine tanks be any different? They will probably put these in fairly public places to avoid misuse. I doubt they will be putting them in dark alleys and sketchy neighbourhoods. More then likely they be close to bars and in well lit street areas. Some vandalism will be expected, but I don't think they will create more problems.
