I don't know anything about German politics but it says "Losing Monday's no-confidence vote was the outcome Scholz wanted".

It's a way out of a situation where he runs a minority government that can' get anything done, and a vote of no-confidence was really just a question of when.
So "planned" in the same way a root canal treatment is planned. It was either a new election or political chaos. I don't see him returning as chancellor, as his party is currently polling at half of what the main opposition party is getting.
Scholz would rather have pushed the election further into the future, if that was a real option.

Immigration and economy, same old.
Also, criticism of spending too much and not enough, because the opposition always gets to play both of those cards
The last few years have just generally been bad for incumbents, pretty much all across the globe.

Looks like Scholz started losing popularity in April 2022 when Germany's center-right party started to gain on them. Their far-right party AfD seems to be doing 2nd best behind the center-right CDU/CSU party since mid 2023.
