They could have refused permission in the first place. You talk as if the permission was cast in stone and they never, ever had any choice in the matter. That is wrong, and the rest of your argument which follows on from that point is invalid.
What people are TALKING ABOUT is their choice to take the high road from the very beginning. It is silly to point out that once on that road, they were no longer on the other road – or to act as if the other road didn't exist and was never an option, which is what you are, in effect, arguing.
