They don’t. He simply knows they need to draft that talent. Him and ownership are not addicted to just pushing forward. You need elite talent from the draft and not free agency to build around. He’s doing it the patient way which is how it was done in Tampa. It’s not rocket science. Plus, TB had a slew of really high picks - Stamkos/Hedman/Kucherov, plus they found a great goalie at 17OA.
Detroit have had a 4th, 8th and a couple 6ths under Yzerman, and just prior to him drafted around where the Flames sually do - middle of the pack. Really, he's not built through the draft any more than the Flames did picking Bennett, Tkachuk, Monahan. He hasn't acquired that many picks either. An extra 1st in 2021, a bunch of 2nds in 2019 (who haven't played yet).
Only Seider and Raymond have seen any real NHL action since he's only been drafting for them since 2019. Obviously it's really early in his time to judge how his rebuild will go. But he has made a couple odd acquisitions which don't fall into the "he has a master plan" formula: Leddy, Copp, Chiarot, Vrana, Perron, Matta.
