Eh - not sure I really agree. If someone is doing something dumb enough to need to get by-law called, they are usually just a dick and don't care if you go talk to them. Then when by-law is called, they know who did it, putting you in a bad spot.
It's only happened once to me, but I just called by-law straight away and everything was fine - they never knew who called and the issue went away.

Ironic timing. I had some large rundle rock that I have been using to infill in places in my yard over the last year. Started with a 7 cubic yard pile in the alley and filled in the areas between houses etc, and maybe had half a cubic yard left sitting right up against my fence in the alley.
To my surprise I heard shoveling behind my house in the alley yesterday, and by the time I got out there I could see a neighbor had just filled his blue cart with my rock and was rolling it down the alley.
Look, there isn't a lot of value in the half yard of rock, it is the principal that this jackass would just take it without so much as talking to me. So I was a little choked and walked down there to see what he had to say. I asked him why he felt he could take the rocks without so much as asking, and his response, "It was in the alley, it is fair game". I told him that wasn't very neighborly, and he apologized, but continued dumping the rocks out of his blue bin. I left before I said anything I would regret...
I will note that this is a paved alley, the rocks were in a neat pile right up against my fence. If the neighbor approached me and asked if he could take it, he could have filled his boots.
Moral of the story don't be a bad neighbor, I would say this is theft, don't take stuff without asking!

Thanks for the heads up, I could use some. The trick to making it legal is to arrive with a "free gravel" sign, put it next to the pile, then take it.

Reminds me of the time a neighbor who decided to fill our empty bin (and I mean completely) with his construction project waste. When I confronted him about it, he gave me the same excuse about the bin being in the alley, so they were free for the public to use.

My next door neighbors are retired, and go away regularly, and don't want to leave their bins out, so they ask if they can put a bag or two in my bin. This is what a good neighbor does, and I am happy to let them do so.

Any help or advice would be greatly appreciated. Im not much for conflict but I feel this really crossed a line. I want to confront him and get it on video in case it does escalate, is this a bad idea?

The guy sounds insane. So ya, I think that is a bad idea. Just call 311, they will advice how to proceed. You may have to call the parking dept.
