I'd say it was pretty clear Johnny thought he was getting underpaid the minute he signed his deal.
He even announced the contract on Twitter with:

Came across as kind of reluctant to me. Certainly seemed like he thought he was worth more. I recall he was on Spittin Chiclets fairly soon after and mentioned something about seeing the deals Eichel and McDavid/Draisaitl were getting and how the contracts all skyrocketed the summer after his deal.

I don't think players can refuse an arbitration award anymore either. Only teams have the option, and only if the player initiated the arbitration process and the awarded contract is higher than $3.5M:

I suppose you have to adjust this number because you end up double counting production wherever Johnny and Monnie combine on a goal (which is a lot).
The first stat is way better. Or else combine Draisaitl and McDavid versus Monahan and Gaudreau for points per million.

You're not underpaid if you get to play a game for a living and you're already making roughly the lifetime earnings of an entire town.
The thing that keeps these guys hungry for more is comparing with their fellow players. Edmonton had to go screw that all up by signing a complimentary winger to that ridonculous deal.

"Against the rules" didn't bother Keith Tkachuk when he held out mid-contract in order to force an extension. He basically did what Yashin did, but with far less criticism and less pushback from the team.

Perhaps?
But I'd also be the one who signed the contract in the first place. Could have held out for more but decided to sign last minute for the deal on the table. So I can sulk and cry about it or put in my best performance knowing there is a big payday coming in 2-3 years.
Gaudreau can feel underpaid but I doubt it's anything we as fans have to worry about.
