Firstly, there's nothing wrong with a Senator meeting with a Russian embassador. So no penalty there. 
 
Secondly, there's no proof of what was talked about, so plausible deniability there. 
 
Lastly, on perjury charges, there's no way he gets charged like there was no way Clinton, Holder, etc were. They won't be charged unless intent is proven. 
 
They may force him to recuse himself, which would still be a win, but that's it. There's 2 other important consequences here though. It adds to the growing Russia-Trump story, and you know Trump will be upset his positive news cycle was interrupted by this

This part of it is going to be really  interesting as the investigations play out. All these GOP house members are going to contradicting themselves on a minutely basis depending on the most likely outcome. 
 
America just incredibly stupid, in any other country, a political party with this much dirt and baggage would cease to exist. In Murica? Sweeping elections at every level.
