I don't think any team picking in the top 3 jumps on that. If they're picking that high(and it's their own pick) it's because they are rebuilding. Rebuilding teams don't need Jay Bouwmeester like players - which is why we're trading him.
 
Trade him to STL and get Jaden Schwartz please.

Ideally you use the lack of pressure as a seller to add pressure to your motivated buyer, so you want to sell him now when you can honestly tell the other GM to go screw himself if the offer isn't good enough, as opposed to the Pens and Iginla when you are so close to losing the player you have to swallow and smile whatever is offered.

I think the draft or after July 1st is often better. You aren't divided between "buyers" and "sellers" and more teams have cap flexibility. IMO, it was the difference when the Phaneuf trade happened. I think his value would have been more in the offseason.
  
Of course, if you get a good deadline offer, you take it. I just hope it doesn't dictate anything.

That's not really how it works.  Players generally decide if they are going to college a couple of years in advance and make their JR league selection based on that choice.  If you are in the BCHL or USHL for instance, you are more than likely going to NCAA route.  Certainly by the time you are 18, a player knows for sure the route they are going and the team drafting them definitely knows as well.
