They're not heavily enforced in any way.
That probably has to do with the discretion aspect of it. Technically the authorities would have to enforce it if a parent wanted to formally press charges.

It's interesting that until ? 50-60 yr's ago, parents would be happy to let their 13-15 yr old daughter marry an established 20-25yr old.

Too much control of young adults is in the hands of the parents. It's sad that a 17 year old can have his life ruined and have to register as a sex offender because of "over protective Dad". Especially in the very likely case that it was "over protective Dad's" daughter that could have initiated the physical relationship in the first place.

Teenage pregnancy is not necessarily the easiest path for a young woman to take, but it is far from the end of the world. One of my closest friends was a mother when she was 16, and she turned out to be one of the strongest, most well balanced people I know, and her daughter could not be more loved or cared for. I'm not saying the situation was ideal, but she was able to cope with it more than capably.

I personally think that the choice should be up to the participants, not the people looking on from their ivory tower.

and what's more, is why would your first instinct be to research american sex laws when you hear he has an 18 year old girlfriend?

Based on that ridiculously stupid looking haircut its clear that Justin Bieber is in fact disguising a massive forehead. Were he to shave his head, would he in fact be Olli Jokinen?
