I'm 100% positive they weren't deployed..yet. I thought the point was if the were able the mix in with the nato forces, since Ottawa has be under pressure to send them for the last 2 years I'm assuming they are able. They are also training in New Mexico as we speak for close ground support in desert conditions.

I don't recall discussions around sending CF-18's over to Afghanistan. Air support simply isn't a problem over there with marine and naval aviation so close at hand.

True... but China isn't anywhere near as totalitarian as it used to be. There is a lot more personal freedom than you believe... that and a lot of progress has been made in the last 20 or so years and use of violence is down considerable margins. There is a great deal of talk now as a younger generation of "communists" enter the Chinese politburo and are advocating free speech and a path towards general open elections within 40 years.
The younger generation saw what happened to the Soviet Union and are afraid of allowing rapid change to take place. Most do believe the reform is necessary now but are either waiting for the old guard to die out to enact changes or trying to introduce them more gradually so as not to collapse the state.
I had heard that we couldn't commit any Hornets to Afghanistan because we used up all our Sparrows and Sidewinders in Kosovo.
Wikipedia has a huge section on the 2 phase modernization project. It sounds like they are completely capable to fly missions with NATO and the US. They are essentially F-18 C/Ds now as the last modernized plane was delivered in March.

Really, China's got so much development going on inside that I believe the government just has an interest in keeping everything peaceful enough to support the ongoing growth and construction.

The Boeing Company [NYSE: BA] today delivered the 79th - and final - upgraded CF-18 Hornet aircraft to the Canadian Department of National Defence during a ceremony in Mirabel, Quebec, hosted by industry partner L-3 Communications MAS, who performed final upgrade installations. The delivery brings the nine-year, two-phased CF-18 Modernization Project to a close.
Phase 1 of the project, completed in 2006, upgraded the Canadian Hornet fleet’s avionics, radar, radio and weapons capabilities. Phase 2 provided the following improvements:
a data link system to ensure Canadian forces are interoperable with aircraft from the United States and other allied nations
the Boeing Joint Helmet Mounted Cueing System to improve weapons targeting
new color cockpit displays to increase situational awareness
an upgraded, chaff-and-flare dispensing electronic warfare system to improve survivability
