The current ones have been is use for over 25 years. They don't re-use licence plate numbers and don't allow certain combinations of letters that form some actual words, or closely resemble actual words. I think for a long time they didn't use any vowels except the letter A to indicate handicap plates.
 
I believe the letters I and O aren't used because they look too much like 1 and 0. I think S and Z might also be out of the rotation because of their resemblance to 5 and 2 (but I'm not sure about that).
 
All of those restrictions cut down the available combinations quite a bit, then it just becomes a compounding problem of people getting new plates every time they register a vehicle; plus moving in and out of the province; as well as old people dying and young people coming of age.

Z is in use, i have one on my car
 
not reusing plates and just getting new ones is the biggest issue i think

			I think i saw one of these yesterday, but thought it was a special plate of some variety. I'm confused as to why they can't alternate letters and numbers with the six figures they have right now. Makes no sense.

			Many of those people had backed a new licence plate motto to reflect the official Alberta motto, Strong and Free.

i'm not sure about alberta, but in bc i think the plate characters are tied to the vehicle and what it's used for.
  
cars are usually 444 AAA
  
trucks are usually 4444 AA, but i have seen a number that are 444 AAA
