Oh ya they sent two cops for *this* dangerous criminal at 9:30pm at night, told me I was lucky becuase after 10pm no one would have been around to process the ticket payment and I would have been put in downtown jail with all those other scumbags, we made with a whole 5 minutes to spare and they took their sweet time... yep... but we need more cops in this city. There are just so many animal tickets that need to be enforced by arrest that they have no time for gangs, shootings and drunk drivers.

The real issue here is that there are not enough off-leash areas in the city. If a bylaw is continually broken and causes a problem instead of enforcement they need to look at a solution to the problem. This happens all the time with behaviour laws instead of solving the behavaiour they use non-effective draconion enforcement. If lots of people are jaywalking at a certain spot on a street the solution would be to put in a crosswalk rather than ticket the jaywalkers.

If there are 3 or 4 parks in every neighbourhood one of them should be designated off leash. A significant portion of citizens have dogs therefore there should be a significant number of off leash areas rather than the ones that are tossed in as afterthoughts. I don't fault the OP for using the park as an off leash area when the city should be providing these facilities in a convenient location for its citizens.

Even more ridiculus is the complaints you read in the Sun every summer about people down by the elbow river dog park complaining about off leash dogs while they are walking through it. If you don't want to be near a dog off a leash don't walk through a dog park

But hey, I guess I have to appologize. I guess you were just starting a thread to warn dog owners of a bylaw that clearly is stupid and they have no way of knowing about becasue it's just so difficult/confusing/obscure.

Maybe I'll go ahead and start threads about some other laws that people will likely have no idea about, feel free to add to my list:

1) Speeding
2) Running red lights
3) Steeling just a little bit of money
4) Killing people

that's all I can think of for now, but maybe more will come to me.

Your warning to dog walkers is not not have your dog off leash? I think most people know that. Does anyone feel the need to warn car owners that they must drive on the right side of the yellow line? There are no signs telling you that. If you could have your dog off leash anywhere in the city, off leash areas would just be called 'areas'.

Common sense FTW....

I can understand the frustration... I've been ticketed for things that I have thought were totally unfair. Once time I was driving people home from work at 3:00 am during a snow storm and was pulled over for no reason other than the fact it was a bad neighbourhood and it was late. After pulling me over and realizing that there was nothing fishy going on, I was given a ticket for pulling into no parking zone. I tried to fight it, but I lost... stupid quota system!

Having said that, in your situation, the bylaw officer was only doing what he is supposed to do. I know one personally, and she IS NOT allowed to give warnings. If word got around that she gave someone a warning, it's her job and ability to make a living that is at stake... and that trumps your desire to play fetch. As for him being a dick... yeah, I suppose he didn't have to be... but you might be surprised at the amount of abuse and ridicule they get from their jobs.

I never used a leash for my dog. I was also lucky enough to never once get a ticket for it.

My suggestion is if you want to start a thread about getting a fine for an off-leash dog it may be better to not take the stance which conjurs up images of an Invader Zim like character shaking his fist at the Humans.

I knew I should have read this thread earlier.

OP gets ticket.
Tries to get board on his side by recounting how much of a jerk bylaw officer is.
Inevitable, "don't do the crime...." blah blah.
Followed by the inevitable, "Should be punishing REAL criminals..." blah blah blah
Names start being thrown around ("TIPS"? - I have decided the person who first throws that term around probably isn't going to be reasonable)
Of course, the "High horse" "everyone is perfect" argument comes into play.
Warnings then issued


Overall, a well executed thread, if a total cliche.

I give it 7/10. (I was going to go with 6, but the EDM slams pushed it up to the higher score)

So anyway, sorry for the long post, but be warned, the city is trying to scrape together some extra cash. Keep your dog on the leash. I just couldn't understand that I was actually commiting a crime worth $100 ticket when a warning would've corrected the situation, and kept an average tax paying citizen, from hating the Calgary FAKE COPS with attitudes.

^This should read - Dog owners, be careful the bylaw officers are watching. Don't take your dog off leash or you will be ticketed $100. I know because they did it to me yesterday. Be warned. I should've known better.

I imagine that they implemented that for their safety, because night time is more dangerous... like when they seek a person out in their home and stop dog owners from watching TV at 9:30pm on a weeknight so you can arrest them for not paying a dog fine.

First off, some good info there for sure.

But I wonder how many drug dealers, gang members, etc. that they happen to catch because they are also out serving arrest warrants. For example, let's say a drug dealer has a dog, and he hasn't renewed the license. So the police show up with an arrest warrant, and right in plain sight is a drug scale. The police had reason to enter his house; to serve the arrest warrant. They see the drug paraphernalia, and either get another warrant to serve while the person is being help, or do a further search. (I'm not up on my search laws, so I can't say for sure.)

In any event, I can say that on a regular basis (like more than once per year) I have to deal with dogs that have irresponsible owners. Be it stepping in and/or cleaning up poop, a dog digging in my yard, or most recently when I thought I heard a dog attacking a child. That one turned out to be a dog attacking another dog, but I didn't find out until after I came running out of my house with a hatchet in my hand. Whereas I am far less frequently exposed to drug traffic and the issues that come with that. So for me I don't mind a certain amount of enforcement going out keep dogs where they should be.

Now, that being said, while I think dogs owners should be responsible, I also think the OP has a point with there not being signage, and he also has a point to raise for city council regarding land use for dog owners.

See that's the part that I found to be the most rediculous.

Why would the city put up signs everywhere that dogs need to be on a leash when the bylaw is that they have to be on a leas everywhere except designated areas. Which one is simpler/easier?

If I get a ticket for peeing in public would I have a point that there were no signs that said I couldn't pee there?
