500-600/month will get you a crappy bachelor suite in a decent part of town and a decent one-bedroom in a crappy part of town. Though, it's hard to live more than 15 minutes from anything in this city.
If you want a decent one-bedroom in a decent part of town expect to pay at least 700/mo.
For example, the last one bedroom I lived in was amazing - 700 square feet, 14+ foot celings, 2 patios, mirrored windows looking out on the street, however it was also the first alcove up from the needle exchange and I had to, on a number of occasions, actually wait for a junkie to finish shooting up so I could get through the gate to my front door. 795/mo + utils.
As for jobs the big "call centre" job is a company called West corp.

They are the contractor for AT&T - Cingular wireless's service centre so you deal with PO'ed Americans cell-phone issues. They are
always hiring, but their location is well outside of town - however, they are such a large employer that BC transit actually created a bus-route that services them.
Unemployment is very low in this town right now though and jobs are not hard to come by. Don't expect Calgary wages, but pay is good and skilled people can pretty much get any job they want.
I can't help you with the band thing, but there are tons of local bands. Good bars you'll want to hit are Logan's, Lucky, and Steamer's (though I think I heard that Steamer's in closing)
