NK has no shortage of materials to build a bomb, the question is the efficiency of their reactors which are based around 60's Soviet designs.
The biggest worry now is that South Korea will now start to think about their own Bomb program, they had a secret bomb program in the 60's but it shut down when the U.S. put them firmly under the American deterrence umbrella.
With things the way they are the SK government secretly doubts that the American's will feel the same obligation to defend them against a NK attack.
To be clear the SK army would wipe the map with NK if the North ever decided to "Liberate" the South. The question would be based around Chinese involvement as they hate the NK government, but having an American ally on their border would be unacceptable.
