Make it special for him. Our son went through the same SAIT electrical program. Outside of work, he loves fishing and is also very musical. He has a variety of instruments, but no guitar, and had always expressed his desire for a guitar. So that is what we got him. We let him do the shopping for the guitar himself and once he found the one he wanted, we went in and paid for it.
So, you know your fiance, what he does for recreation and the like. Go from there.
If you want, you could also get some little plaque thingey, just to remember his graduating from that program. For electricians, I have seen things with lightbulbs. We never went that route though.
