Default Gas Prices

I'm having trouble comprehending why gas prices have risen so high, yet oil is at it's lowest price since February 2009. I'm also hearing that refineries all over North America re near capacity.

I always thought that the supply/demand curve would dictate that gas/oil prices to consumers would be much lower. I guess I am just perplexed, and looking to someone who may provide insight in the high gas prices at the pumps.
