And there's also the fact that sometimes it's as simple and unreliable as a draft pick surprising/producing and rounding out the top 9 (ie Bennett actually taking major steps in production).

It's mostly about drafting. The Blackhawks and Kings traded away a lot of picks to put together contenders, and now they're paying the price. Flames, Oilers, Stars, and Flyers don't have great drafting.
