I understand both sides, but would lean to #1 as it is a matter of choice and if you are not doing anything wrong, it should hardly matter at all.
Where I can see this technology being beneficial is in convicted child molesters, rapists and murderers who are given parole. Maybe one of the true deterrents to come along in the last 100 years for these whackos.

That "freedom to come and go as one pleases" would suffer a gradual erosion. They are already in some credit cards, next would be your drivers license, so why not an implant, then we can get rid of all these cards bloating our wallets. It'll be gradual and logical, so your children will never know what they've lost.
