I think 3) is likely, the question is how do teachers respond? If we are forced back and the government simply dictates the terms of the settlement and enacts the notwithstanding clause to prevent any court challenge of the imposition, do teachers show up the next day or do they continue the strike anyway?

Isn’t there just straight legislate back to work and you work without a contract under the terms of the old contract?
