Starters rarely pitch at max effort and are still at major risk to arm damage due to overuse.
Relief pitchers often rely on max effort pitching to allow them to be successful with 2 or maybe 3 types of pitches. If they aren’t able to give 100%, their performance can be significantly impacted because a 2-3 MPH loss or a small change in the movement could make them extremely hittable as well as putting them at significant risk of injury.
