So in other words, it wasn't that Byram refused the offer sheet, it's that Conroy decided not to do one in the first place. I guess poor dumb Conroy was saved from his own stupidity by… himself?
I guarantee you discussions like that go on in every front office in the NHL. ‘So-and-so is eligible for an offer sheet. Does it make sense for us for X dollars and Y compensation?’ Nearly always the answer is ‘no’, so no offer is tendered. In some cases the offer is made but the player rejects it. It's only the tiny number of cases where an offer sheet is actually signed that we ever hear about.
