Canada is well along the road to being a cashless society. Along with the Nordics, we lead the world in digital transactions. The banks want a cashless society (cash is insecure and generates no service fees), government wants it (the underground economy runs on cash), and most of the public are happy to go along with it (tap and e-transfers are more convenient than cash).
So the difficulty in withdrawing cash isn't incompetence on the part of banks. It's part of a deliberate, long-term strategy.
