Now...are you blocking the intersection? Maybe, but in a way that has to be done otherwise - during rush hour - nobody turning onto the main road would ever get through. You're not blocking opposing traffic, though, but this is how it must be done to prevent people from being trapped on a side road. The dopes in this scenario must be honked at or they freeze up and nobody gets home.

I was at an intersection just like this a few weeks back, and was one of those vehicles at the light waiting to go north. The lights further past this intersection were timed, in that the those left turners would clear when my light was green, but never fully cleared the intersection so I couldn't go. My light goes red, and the left turners proceed to clog up the intersection again. I went through 6 light cycles before giving up on going straight and just turning left to find a different route.
So if the left turners in your diagram can enter the intersection without the ability to clear, does that mean you are giving the okay for those proceeding straight north in the intersction to do the same, blocking the left turners?
