So I'm a little confused, does the POTUS even have the power to arbitrarily declare sweeping tariffs? I know he was using fentanyl as a flimsy excuse on Canada/Mexico given our border proximity to invoke emergency powers, but surely checks and balances are still a thing when it comes to penguins et al?
