He's not talking about opening night rosters.

He's saying the QMJHL lacks star players and hasn't had many players taken in the first round.
In recent years, this is overwhelmingly true.

But even if we argue your specific point, here are the some provinces by NHLers per capita (players with at least one game played this season, per 100,000 people):

1. Saskatchewan: 1.882
2. Manitoba: 1.838
3. Ontario: 1.16
4. Alberta: 1.098
5. British Columbia: 0.722
6. Quebec: 0.658

The prairie provinces produce about 2-3 times more NHLers per capita than does Quebec. Even several US states are above Quebec.

And looking at team Canada's roster, Calgary alone has way more than the entire province of Quebec.
The NHLe for the WHL is quite a bit higher than that of the QMJHL. The WHL and OHL are closer to the USHL than any of them are to the QMJHL.
