Don’t get into an economic war with the USA. Wait this out and build infrastructure to expand your options. Punishing Canadian consumers because Donald Trump is crazy is crazy itself.

Canada must respond with retaliatory tariffs. This is partly for domestic signaling. If it looks like Canada is unwilling to defend domestic manufacturing, then the manufacturing will capitulate and move to the US. Also, you must force the governers and congressman of red states that are impacted to choose between their voters and Trump.
We also need to immediately approve every single pipeline on the table and even ones on the drawing board to attract capital. This includes LNG plants. If the gov't needs to subsidize their construction, then do so as this is a matter of national security. Permanently eliminate any restrictions on tanker traffic or LNG traffic. Suspend First Nations consultations or limit them to existing, and put a short timeline on them - a few weeks at most. Preferably this all comes as a resource corridor.
Initiate an immediate trade envoy to India and China and make it public.
Some of the unconventional things I've heard that would be interesting:
1. Suspend all patent protection for US pharmaceuticals for a period of 5 years. Allow Canadian generic drug companies to decimate US brand name drug company revenues.
2. Limit traffic on the St Lawrence River. Maybe for "inspections" or something.
3. Immediately de-commit to the F-35 program and cancel any related penalties. Buy the Typhoon from Europe. Make similar commitments to EU/UK defense contractors.
