Canada should be presenting a coordinated united front here rather than Quebec and Alberta undermining the negotiating position publicly.
She should be saying we want to do everything we can to avoid banning exports but we will if we have too.

I think my response above is suitable. If Canada wants to use Alberta oil as a bargaining chip in the name of "unity", then Alberta should use that leverage to maximal effect in negotiating with the rest of Canada. In fact, this may be the single best opportunity for Alberta to renegotiate its place in Confederation.
