What programs? OAS and healthcare are the big drains that require a growing labor force to maintain and they're not exactly new. I think OAS should be reformed, but I doubt that'll happen as long as seniors are such a big voting bloc. And people are complaining about health care services as they are now, so I doubt there are big appetites for service cuts. People just want better healthcare without actually sacrificing at all for it (whether that be through higher taxes/fees or higher immigration).

No it's not instant, but no one expects it to be. Just like no one expects people fresh out of university to make the average income for the profession.

Ultimately, nearly 60% of recent adult immigrants have a bachelor's degree or higher, which is about double the overall population's rate. And while their wages do lag non-immigrants of similar educational attainment by about 20%, because they're twice as likely to be highly educated there isn't really a big difference.
