Seems a bit presumptuous to assume that the Song of Ice and Fire gets passed down to the Mad King. Especially in the midst of a civil war.
All it takes is for one Targaryan to unexpectedly die before passing it on to their heir for the chain to be broken. Or both the current ruler and heir to be killed at the same time.
