There's a difference between overrated in the ring - or overexposed character-wise - and overrated in general. Mox has been integral for the business, multi-time champion for two companies, and puts butts in seats - both at home and abroad.

I think he's had 2 stretches where he was legitimately great as a solo wrestler.
The run up to that match with HHH at roadblock (and he probably should have went over HHH there), and then his first 6 months or so after leaving WWE with his debuts in NJPW and AEW.
But his in-ring work isn't great, and to me his character is stale and boring. "OMG Moxley Bleeds!" Has become his character and it's overrated and overexposed at this point.
