It's not a sand bag, they are ECM's or Erosion Control Measures. Part of the cities environmental control policy deals with erosion and sediment control into our storm drains. Sedimentary filled run-off (particularily a problem in construction area's) is a big problem in our storm water system as it results in a cloudy discharge at all of the storm outlets and destroys fish habitat. These ECM's slowly allow water to pass through them while collecting the sediment. They are pretty useless in flood conditions but work quite well under normal conditions.
