What you seem to be missing is there are two types of deals Conroy can pursue. A rental deal where his options will be much more vast, and a signed Hanifin deal where Hanifin has a say in if it happens.
Ideal situation for Calgary is Hanifin isn’t picky on location and it opens up the number of suitors for the signed extension deal, but that’s clearly not the case. If Conroy is leaning towards Hanifin’s preferred destination, it’s because that deal is better than any of the alternatives, ie the rental deals he’s been offered.
