I don't think it's even just a Russian gear thing. Radars overall have been built to detect large and/or fast moving objects, and detecting something small bouncing along with the interference of the sea is probably a taller order for radar than you would first think.
It's like, how did you get bit by a spider? Did you not see, hear, or even feel it on you? No, our senses aren't built for that.
I think Ukraine, through pure ingenuity in the face of a giant opposition and late/dwindling support, found a gap in tech built for war in a different century. I wouldn't be surprised if the US/China is watching this going "oh crap, are we prepared to defend that type of thing?" and they probably aren't. Military contracts from 30 years ago had no forethought for this type of attack.
