Me: Well, yeah... that's the job. He hires the best people, then says 'do that'. Oh you're an expert on the economy and we should do X, ok do X; say you're an environmental expert and we should do Y then do Y. It's not the President's job to come up with the solution to literally every problem.
I compare it to a retail management job I once had where I turned a business around, when the board members asked me how I did it, I explained "I set prices based on costs, and ensured similar products were priced the same, then ensured the layout had complimentary products by each other". Their responce was "Well, any idiot would do that" to which I replied "You'd think that, but somehow I'm the only one that did."
To me, Biden's acting the role of President **EXACTLY** how he should, surrounding himself with smarter people then doing what they suggest.
There's an old saying "If you think you're the smartest person in the room, you're in the wrong room." Funny enough, the smartest people I know all say "I'm an idiot" then ask a ton of questions.

As opposed to Trump, who hires advisors and ignores their advice then fires said advisors. Rinse and repeat.
