Sure, but precipitation in Calgary has little to nothing to do with flows in the major basins in Alberta, 3 of which already have restrictions and it is not even possible to get a temporary diversion license.

Almost every major river in every basin has low flow warnings effecting existing TDL and term licenses. There will be a lot of licenses that will not be allowed to access water this year and potentially licensees will see their licenses canceled coming up pretty quick here.
