There's a reason why offer sheets are so rare in the NHL, and it has nothing to do with GMs colluding. It's that the prices are set too high. In most cases, the compensation alone is more than you could get for the player in a straight trade. On top of that, you have to overpay the player significantly just to get him to sign the offer sheet in the first place.
