Here is what ref said after game. 70 reported, 68 didn't. 68 caught it which was illegal and 70 was lined up incorrectly, so even if they both reported it still would've been called back.

It's not considered an illegal formation if 68 reports. There's a full breakdown here. Horrible look for the league.
