Hard to answer #1. For #2, I don't think the announcers were correct on them discussing it, I believe they were trying to show him the time the hand pass occurred.
Allowing a team to go back a few seconds to a missed call in the zone needs to end. It makes for a situation where the attacking team can't legally score without clearing the zone, but if they give the puck up then the other team can. There's no reason a missed call should give the other team a free play, and if the team spots an obvious missed call, they could send a player down ice and take some chances.
