I'm guessing you didn't read his full statement, what he has suggested is without a doubt the best plan for Gazan's, assuming your concern is for individual people rather than sacrificing the population in order to prove some abstract unobtainable political point at the expense of individuals, he isnt suggesting forcing Gazans to emigrate he is saying those that want too should be given every possible help as Gaza is massively over populated
